Executive Summary
The Embassy of Uganda in Abu Dhabi and the Consulate-General in Dubai run a demanding and diverse portfolio of activity on behalf of the Mission — consular services, National ID and passport processing, diaspora outreach, trade and investment facilitation, and economic diplomacy. The Mission's FY2025/26 Economic and Commercial Diplomacy Performance Report tracks dozens of individual activities across five sectors, each carrying a planned output, a target, a budget, and an actual result. Field reports such as the Fujairah Consular Outreach Program and the Agricultural Familiarisation Trip to Uganda show what that work looks like on the ground: named responsible officers, event timetables, attendance targets, and follow-up recommendations that today are captured and reconciled largely by hand.
FlexibleX is a proven activity-based project and resource management system, already in production use managing complex, multi-stage programs end to end — from activity codification, through budgeting and resourcing, to procurement and reporting. This proposal is organized around seven focus areas, goes into full detail on each, and closes with a concrete walkthrough of how a real Mission event would run through the system end to end.
